Not yet, I have someone in mind for the main character but it's not 100%. There's two other supporting characters, one guy and one girl. The rest are extras and characters they meet in an episode or two.
I have a couple of recommendations about your soldiers from someone with experience. Drop the yellow rubber suit for something darker and realistic, at least olive. No soldier would go into combat looking like a giant bullseye on every visible body part. A black (real or mock-up) nylon tactical vest over various BDU styles with a "wet-suit" posing as an NBC temperature-regulating underlay (rubber suit + heat normally = death), that would rarely need to actually be worn for the camera, would really give people the impression of elite commandos from the time period. If you recall, the Enclave and Brotherhood outfitted with the best gear because there were so few people left in contrast to the surplus of military equipment. This would also make sense as wrapping a tear or hole on an underlay is much more practical than trying to patch a baggy rubber suit securely in the field. Your guy would end up looking something like a HALO jumper but with a grittier, battle-hardened appearance.
Detail and believability are key to success in this genre, otherwise you end up with something horrible looking like those goofy Command & Conquer foam Halloween costumes. Fallout became a legend because of those two factors in the original games. Remember, the more badass the opposition, the sweeter the victory! Good luck with the project.
